Basic Information & Rental Terms – Val & Kar Rent a Car

Please read carefully our official terms, conditions, and included services for renting a vehicle from Val & Kar Rent a Car via www.rentacarbulgaria.eu.

What is Included in Our Base Rates

Comprehensive Insurance: Fully Comprehensive Insurance included (Note: A police report is strictly compulsory for all insurance claims).
Road Support: 24/7 Roadside Assistance.
Road Taxes: All mandatory road taxes and vignettes for the territory of Bulgaria are fully paid.
Mileage Policy: Unlimited mileage for all rentals over 7 days.
Maintenance: All expenses for oil and regular technical maintenance (excluding fuel).
Zero Surcharges for: Reservations, booking changes, flight delays, credit card payments, or "young driver" status.

Payment & Security Deposit

Payment Methods

The total rental rate and associated charges are collected at the exact moment of car delivery. We accept all major Credit Cards (CC), Cash, or Bank Transfers. Any additional fees accrued during the rental will be settled upon car return.

Security Deposit / Excess

A refundable security deposit (excess) is required at vehicle pick-up. The exact amount depends on the selected vehicle group. The deposit is fully refunded at the end of the rental period following a clean vehicle inspection.

Fuel Policy Options

We provide absolute transparency and allow you to choose between two fair fuel options:

Option 1: Full-to-Full (Recommended) – The car is delivered with a full tank and must be returned full. If returned with missing fuel, the renter pays the local petrol station price per liter plus a €10 missing fuel administrative fee.
Option 2: Full-to-Empty – The renter pays for the full tank in advance (strictly in cash based on current liter prices). The car can be returned empty (with just enough fuel to reach the nearest gas station). Unused fuel is non-refundable.

Cross-Border Rentals & Traveling Abroad

All vehicles in our fleet are legally authorized to leave Bulgaria. Driving abroad is subject to special terms and advanced approval:

Cross-Border Fee: €30 per rental (maximum 30 days).
Power of Attorney Certificate (Cross-Border Certificate): €10 per rental (mandatory international legal permit).
Compulsory Abroad Road Assistance Insurance: €38 for up to 15 days / €68 for up to 30 days.
Mileage Limit Abroad: 300 km/day for short-term rentals (up to 7 days). For 8-30 days rentals, the limit is 3,500 km total. Exceeding these limits charges €0.20 per kilometer. Rentals over 30 days have unlimited mileage.
Important Notes: Low-season rates apply strictly to driving within Bulgaria. Cross-border rentals are calculated at mid-season rates. Security deposits/excess amounts are doubled for international travel.

Logistics, After-Hours Fees & Penalties

Airport & Delivery Charges: Delivery/Collection inside Sofia: €20. Airport charges apply as follows: Sofia Airport (€20), Plovdiv Airport (€15), Burgas Airport (€15), Varna Airport (€12).
International One-Way Rentals: "Pick-up here, drop-off there" is available worldwide upon advanced request. Fees are calculated individually based on distance, vehicle type, and logistics. This service is not available for 1-day rentals (for 1-day trips, we offer custom Chauffeur Transfers).
Return Delays: Up to 1 hour delay is free of charge. 1–3 hours delay charges half a rental day. Over 3 hours delay charges a full rental day rate.
Working Hours & Out-of-Hours Surcharges: Official hours are 09:00 - 18:00 (Mon-Sat). Sundays and National Holidays incur extra charges. Pick-ups from 06:30-09:00 and 18:00-22:30 incur a €15 fee. Night service (22:30-06:30) incurs a €25 fee (€30 on Sundays).
Cleaning Fees: If returned dirty, a standard €20 fee applies for regular cars and €30 for SUVs/Vans. Extreme stains or deep interior damage requiring detailed upholstery washing charge a penalty of €50 (cars) / €75 (SUVs/Vans).

Accident & Insurance Claim Protocols

In the event of any damage, traffic accident, or theft involving the rented vehicle, the renter is legally obligated to immediately obtain a **Police Protocol** or complete a mutual accident statement. Failure to do so immediately voids all additional insurance coverages (Super Cover / Theft Protection) provided by Val & Kar.

Single-Vehicle Accidents: If no other vehicle is involved and police refuse to attend the scene, the renter must provide the official reference number of the call from the police department.
Administrative Claim Fees: An administrative claim handling fee applies to all incidents, regardless of fault or insurance type: €85 for standard damage/theft claims, and €100 for Windshield, Tires, and Rims (WTI) claims. Emergency road repairs must be pre-approved by our management.
